Family Ties

What is the procedure in waiting for a 2 bedroom unit there, the reason I'm asking is I have a Nephew, his wife & 3 children that lived there for 6 yrs in a 1 bedroom & was promised many times but they gave a 2 bedroom to someone else, recently they were told that there is an available 2bedroom unit and they'll be able to move in on July 10th 2025 then they were told that they gave that unit to another family please let me know also their 1 bedroom unit front door and kitchen sink needed to be fixed and they told mangnent about it but nothing had been done I guess things there falls on deaf ears
